The Three-Star Program sets high standards and incentives like no other state-run program in the nation. It has been hailed as a best practices model among community development initiatives assisting both rural and urban communities in developing strategic economic and community development plans that meet the needs and challenges of a global economy. In order to receive the certification, communities are required to meet a number of criteria in organizational, community, business, education and work force development categories. Incentives for receiving the certification include identification on all Fast-Track infrastructure and job training applications; eligibility for matching grants, if criteria set by ECD are met; and the advantage of earning points in the Community Development Block Grant (CDBG) process. 

 

This is Franklin County’s 24th year to be certified and Franklin County continues to raise the bar.
Year after year Tennessee’s Three Star Program has encouraged communities across the state to be the best of the best. It has given communities the motivation to continually build and develop the necessary tools to compete for economic development.


The Three Star Program is designed to make sure Tennessee Communities stand out as vibrant business locations. Franklin County is going the extra mile to ensure not only the economic well-being of Franklin County, but also a superior quality of life.
